Not all children in care are up for adoption. Some are in care temporarily. Some actually go back to their bio famlies. I'm not sure how the US system works..but over here I have only had one child who was up for adoption and was "shown" three times and did not get adopted..so he stays here..he has our last name..and he doesn't feel like leftovers..he's ours. as a foster parent…I have parented over 30 children..and let me tell you..not ONE of them have ever felt like leftovers.
